The discrepancy between industrial relations and the level of productive forces in the USSR;

Unfortunately, we have to admit that the USSR, with its one hundred percent (in 1985) socialist ownership, has moved away from the optimum more than other countries. This indicates that the state of production relations achieved in the USSR, which was largely artificially formed, is not adequate to the real state of the productive forces. Neither the material and technical component of the latter, which is two or three generations behind the world level, nor their subjective component, with its generally backward culture and far from communist attitude to work, provide grounds for establishing industrial relations, which are inherent in communism rather than socialism. It follows from this that the peculiarity of today's revolution in Soviet society in the matter under consideration is that its relations of production, coming to an optimal state to the productive forces, should not "rise", but "fall" to the level of the latter.



In the USSR, to ensure the optimum obtained in accordance with calculations, the non-socialist sector should employ almost 10 times more workers than it does now. Bringing production relations to this state can, as calculations show, lead to an almost twofold increase in the efficiency of social production.



The optima in the range of 40-50%, obtained from the totality of both groups of countries under consideration, would seem to be the golden mean, a reasonable compromise between them. However, it would most likely be incorrect to recognize this interval as the general optimum for the current stage or for the near future. For the developed countries of Europe— this is the optimum of the future, to which they will rise, based on the current pace of socialization, in about a century. The socialist countries will probably have to pass the 50% threshold twice - at the beginning of the next century, moving "down" in the process of denationalization, and then in the distant future, during the evolutionary, optimal growth of socialization.



The recognition of the excessive "socialization" of industrial relations in Soviet society poses the task of determining the time trajectory of transition from their existing state to the optimal one. Obviously, the extreme options are unacceptable: a) not to change the existing state of production relations, expecting a corresponding rise in productive forces, and b) a momentary "descent" of production relations to the level of available productive forces. The inefficiency, and most likely the unreality, of the first option is due, as past years have shown, to the extremely slow development of productive forces with inadequate production relations. Given that one hundred percent national ownership requires an extremely high level of productive forces, achieving such a level, even under favorable conditions, can probably be expected beyond the twenty-first century. The second option, in which the degree of socialization should be simultaneously reduced by 3-4 times, is unrealistic due to accumulated deformations in the base and superstructure.
